GEM\u0130LERE GENEL \u0130Z\u0130NLER(VGP)<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>i) 2008\u2019de olu\u015fturulmu\u015f Gemilere Genel \u0130zinler Prosed\u00fcr\u00fc(VGP), gemilerin normal operasyonundan olan tahliye teferruat\u0131n\u0131 d\u00fczenler.VGP, t\u00fcm tahliyelerdeki at\u0131k sular\u0131n , belirli 26 akarsuya olan at\u0131k su tahliyelerinin ve a\u00e7\u0131k deniz alanlar\u0131ndaki at\u0131k sular\u0131n s\u0131n\u0131rland\u0131r\u0131lmas\u0131nda gemilere denetim, g\u00f6r\u00fcnt\u00fcleme, kay\u0131t alt\u0131na alma, raporlama gereksinimleri ve di\u011fer ilave gereksinimleri belirli t\u00fcrdeki gemiler i\u00e7in uygulamaktad\u0131r.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>ii) Yukar\u0131da belirlenmi\u015f gemi tipi tan\u0131m\u0131 79 feet veya daha fazla boya sahip,gezi veya e\u011flence teknesi d\u0131\u015f\u0131ndaki gemileri kapsamaktad\u0131r.Ayr\u0131ca balast alma ve tahliye kurallar\u0131, boyu 79 feet veya daha az olan gezi veya e\u011flence teknesi d\u0131\u015f\u0131nda kategorize edilen bal\u0131k\u00e7\u0131 tekneleri i\u00e7in de uygulanmaktad\u0131r.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>iii) Tahliye Kaynakl\u0131 Kirliliklerin Elenmesinde Ulusal Sistem(NPDES)<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>1. Balast ,Sintine ve di\u011fer at\u0131k sular(sewage vb.)<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>Balast suyu Y\u00f6netmeli\u011fi(BWM)\u2019ne g\u00f6re,Amerika karasular\u0131nda \u00e7al\u0131\u015fan balast tanklar\u0131(asma tank ve \u00e7ift ama\u00e7l\u0131 kullan\u0131lan yak\u0131t tanklar\u0131 dahil) ile donat\u0131lm\u0131\u015f gemilerin a\u015fa\u011f\u0131daki maddeleri uygulamas\u0131 zorunludur:<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>a) E\u011fer gemi Amerika \u00f6zel ekonomik b\u00f6lgesi (karadan 200 mil) \u00f6tesinde \u00e7al\u0131\u015ft\u0131r\u0131l\u0131yorsa ve sahilden 200 mil mesafeden daha yak\u0131n b\u00f6lgeden al\u0131nan balast suyunu ta\u015f\u0131yorsa; Amerika karasular\u0131nda tahliye etmeden \u00f6nce k\u0131y\u0131dan 200 mil mesafeden az olmamak \u015fart\u0131yla balast suyu de\u011fi\u015fimi yapmas\u0131 veya balast suyunu gemide muhafaza etmesi gerekmektedir.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>b) Her geminin kendine \u00f6zg\u00fc bir balast y\u00f6netim plan\u0131 bulunmas\u0131 gerekmektedir.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>c) Seyri dolay\u0131s\u0131yla k\u0131y\u0131dan 200 mil veya daha fazla uzakla\u015fmas\u0131 tatbik edilmeyen gemilerin Hudson Nehri ve G\u00f6ller B\u00f6lgesi d\u0131\u015f\u0131ndaki yerlerde balast bas\u0131lmas\u0131 uygun g\u00f6r\u00fclmektedir.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>d) Amerika Birle\u015fik Devletleri karasular\u0131ndan transit ge\u00e7en yabanc\u0131 bayrakl\u0131 gemiler bu uygulaman\u0131n d\u0131\u015f\u0131nda tutulmaktad\u0131r.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>6<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>e) Dahili sefer yapan ham petrol tankerleri ve liman s\u0131n\u0131rlar\u0131 b\u00f6lgesi (COTP) i\u00e7inde seyir yapan gemiler hari\u00e7 t\u00fcm gemiler,balast maksad\u0131 olmaks\u0131z\u0131n gemide balast olmasa dahi balast durumunu raporlamakla y\u00fck\u00fcml\u00fc tutulmaktad\u0131r.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>f) BWM raporlar\u0131 gemilerin var\u0131\u015f\u0131ndan 24 saat \u00f6nce veya seyir s\u00fcresi 24 saatten az ise \u00f6nceki kalk\u0131\u015f liman\u0131nda verilmesi gerekmektedir.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>g) BWM rapor hatalar\u0131, ihlaller ve kay\u0131tlar\u0131n tutulmamas\u0131 durumunda 27,500 USD para cezas\u0131 ve ihlalin devam etti\u011fi her g\u00fcn i\u00e7in yeni para cezas\u0131 uygulanmaktad\u0131r.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>h) Eksiksiz ve do\u011fru tamamlanan BWM rapor kay\u0131tlar\u0131 2 y\u0131l s\u00fcre ile gemide muhafaza edilmesi uygun g\u00f6r\u00fclmektedir.<\/strong><\/span><br \/>\n<span style=\"color: #000000;\"><strong>2.
